Summary
"Tac 2.0" is a term coined by investor Chamath Palihapitiya to describe the burgeoning and increasingly professionalized market for AI training data. This new phase of AI development is characterized by high-value licensing agreements between AI developers and content platforms, moving away from the unregulated data scraping of the past. A landmark example of this trend is Google's $60 million annual deal with Reddit to secure data for its Gemini model. The Tac 2.0 era is defined by the tension between content creators seeking compensation, such as The New York Times in its lawsuit against OpenAI, and tech companies requiring massive datasets to maintain competitive advantages in the AI race. The term also appears in technical contexts such as Intel's chassis design guides and the CFTC's advisory committees, but its current prominence is tied to the monetization of the AI data supply chain.

On August 10, 2018, a Horizon Air De Havilland Canada Dash 8-400 was stolen from Seattle–Tacoma International Airport (Sea–Tac) by 28-year-old Richard "Beebo" Russell, a Horizon Air ground service agent with no piloting experience. After Russell performed an unauthorized takeoff, two McDonnell Douglas F-15 Eagle fighters were scrambled to intercept the aircraft. Sea–Tac air traffic control made radio contact with Russell, the sole occupant, who described himself as a "broken guy ... got a few screws loose, I guess." About 1 hour and 15 minutes after takeoff, Russell successfully executed a barrel roll before purposely crashing the aircraft on the sparsely populated Ketron Island in Puget Sound with the intent to die by suicide. There were no collateral human injuries; Russell was the sole fatality.

Therefore, In addition to eliminating processor location dependency, the TAC 2.0 Design Guide also defines a new processor cooling solution inlet temperature target of 40 °C. The scope of the previous CAG Design Guide was centered on an enclosure side duct that delivered cooler external air directly to the processor fan heatsink. This revised design guide eliminates the duct and relies solely on optimized chassis venting and airflow management. This not only eliminates the above mentioned [...] directly minimize the performance requirements (and cost) of internal heat dissipation devices such as processor fan heatsinks. 2.4 TAC 2.0 Vent Size and Location The TAC 2.0 Design Guide requires a side vent as seen in Figure 1. Today, we welcome sixteen new members to TAC 2.0. They bring insight and expertise from exchanges, data and technology development, design, and operational firms, buy and sell-side interests, end-users, and the public as a whole, and I know they are all eager to begin informing the Commission of the technological issues related to the massive rule implementation that we are about to embark upon. [...] Today’s meeting is the first meeting of the newly re-chartered Technology Advisory Committee (“TAC”), which in the spirit of industry convention, I have dubbed “TAC 2.0.” In reflecting upon the first two-years as Chairman of the TAC, I am incredibly proud of what our crew of 24 was able to accomplish. We have covered such issues as pre-trade functionality and pre-trade credit checks, data collection standards, technological surveillance and compliance, the deployment of technology solutions in [...] The afternoon panel will focus on issues relating to the aggregation of liquidity across DCMs and SEFs in the post-Dodd-Frank world. Five panelists, moderated by new TAC 2.0 members Supurna Vedbrat (Blackrock) and John Lothian (John J.
