Summary
Regulation in China plays a pivotal role in shaping various sectors, transitioning the economy from an era of "freewheeling capitalism" to a more government-controlled and intensely competitive market. Media regulations, enforced by law, aim to protect public interest, foster market competition, and establish technical standards across traditional and digital platforms like the internet and mobile phones. In the business and technology landscape, increased government oversight creates a predictable yet highly competitive environment, prompting companies like Alibaba to focus on core businesses such as e-commerce and cloud computing to compete with rivals like ByteDance. China is also rapidly advancing in Artificial Intelligence, with regulations and strategies supporting fast AI adoption, including embracing open-source AI and significant investment from hyperscalers, despite facing domestic challenges like high youth unemployment and a persistent property slump.

Mass media regulations or simply media regulations are a form of media policy with rules enforced by the jurisdiction of law. Guidelines for mass media use differ across the world. This regulation, via law, rules or procedures, can have various goals, for example intervention to protect a stated "public interest", or encouraging competition and an effective media market, or establishing common technical standards. - An Overview of China's State Council Major Decision-making ...
In 2019, as part of General Secretary Xi Jinping’s initiative to put power in a “cage of regulations,” the State Council adopted Interim Regulations on Major Administrative Decision-making Procedures (the Decision-making Regulations). They seek to constrain the formerly unregulated policymaking and decision-making process for major matters that have a significant impact on such areas as market regulation and environmental protection, economic and social development, natural resources, and major [...] The Decision-making Regulations establish five procedures to better ensure “scientific, democratic and law-based” government decisions: public participation, expert assessment, risk analysis, legality review, and collective deliberation and decision.
