Summary
The Bureau of Industry and Security (BIS) is a specialized agency within the United States Department of Commerce tasked with safeguarding national security, foreign policy, and economic interests. It primarily regulates the export of dual-use technologies and sensitive goods to prevent the proliferation of weapons of mass destruction while supporting the growth of U.S. exports. Under the leadership of the Secretary of Commerce, currently Howard Lutnick in the Trump administration, the BIS implements complex export controls and manages the Commerce Control List (CCL). Notable recent actions include a negotiated deal allowing Nvidia to export H200 GPUs to China in exchange for a 25% fee, reflecting a broader strategy to maintain American leadership in semiconductors and artificial intelligence through the enforcement of Export Administration Regulations (EAR).
